Assistant in the
Improper Use of
Magic Office[1]

Mafalda Hopkirk was a British witch and an assistant for the Improper Use of Magic Office[1]. In this capacity, she sent warning notices to those who violated the Decree for the Reasonable Restriction of Underage Sorcery and the International Statute of Secrecy, including Harry Potter on at least two occasions[2][3].

Reasonably early in the Second Wizarding War, Mafalda was incapacitated, incarcerated, interrogated and impersonated by Hermione Granger during an infiltration of the Ministry of Magic[1].

On 31 July, 1992, Mafalda sent a notice to Harry Potter warning him about the illegal use of a Hover Charm at his place of residence on that day, reminding him that using magic outside of school or in front of Muggles was illegal[2].

By 2 August, 1995, Mafalda was still working in her capacity as an assistant for the Improper Use of Magic Office, and was again required to send a notice to Harry, this time for his usage of a Patronus Charm in a Muggle-inhabited area[3]. This letter was much more concise than the first, although it still contained best wishes[3].

Mafalda unintentionally participated in a coup during which Harry Potter, Ronald Weasley and Hermione Granger infiltrated the Death Eater-controlled Ministry of Magic, which was now running a fascist regime throughout all of Britain[1]. Early that morning, Mafalda Apparated a short distance from the Ministry entrance, but was assaulted by Hermione with a Stunning Spell, knocking her out instantly[1]. A small portion of her hair, along with her spectacles, several tokens and a small amount of money, were stolen from her, as were her identity card and her robes[1].

However, the infiltration did not go exactly as planned[1]. Travers, being unable to attend the hearings for Muggle-borns that day, told Dolores Umbridge that he was sending Mafalda in his place, and thus took her from her duties to be a stenographer for the Muggle-Born Registration Commission[1]. When Harry Potter, disguised as Albert Runcorn, intervened by attacking the Heads of the Commission and freeing a corridor full of Muggle-borns, the impostor-Mafalda left the building, and it can be presumed that the real Hopkirk was eventually freed[1].

Appearance and traits

Mafalda was a very small little woman with flyaway grey hair and spectacles[1]. She was very kind and exceptionally polite, even when providing warnings for violations of the law[2].
